Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). The scope of the DSS Office of Labor Relations' responsibilities covers the direction, organization, and administration of the DSS-HRA-DHS labor relations program, as well as the Quality of Work Life (QWL) Committee. DSS/OLR is divided into three separate functions: the Deputy Commissioner’s office, Program Support, and Grievance. The Employee Transfer Unit (ETU) is tasked with promoting an equitable and thorough transfer process designed to laterally transfer and reassign employees throughout the agency. Such transfers provide opportunities to work with new colleagues, master a range of skills, and/or transfer special skills and experience to a new environment.

The Office of Labor Relations (OLR) is recruiting to hire one (1) Principal Administrative Associate II to function as an Employee Transfer Specialist who will:

- Process employee transfers throughout DSS, HRA, and DHS.
- Review the Employee Transfer System (ETS) to match transfer candidates with vacancies received.
- Review transfer candidate qualifications to ensure eligibility.
- Ensure agency adherence to the appropriate Union Contract Agreement (UCA) for each represented title.
- Maintain a record of all vacancies received and track each step in the transfer process.
- Review and make determinations for 'Travel' and 'Personal' hardship transfer requests in ETS.
- Maintain collaborative relationships with 13 HR Business Partners (HRBP), their deputies, and various programs throughout the agency.
- Respond to transfer-related inquiries and concerns from various departments within the agency.
- Assist with special projects, as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

- Excellent oral and written communication skills. - Knowledge of civil service rules and regulations, and human resources policies, procedures, and practices. - Demonstrated skill and comfort in proactively building relationships and influencing staff at all organizational levels.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
