Job Description
Under general supervision, the Accountant Level II in the Trust Accounting Unit utilizes various financial and communicative skills in playing a supportive team role in accounting for the day-to-day financial operations of the Trust (sponsored entity) and individual properties (special purpose entity – SPE). This role will be responsible for the bookkeeping, controlling and financial reporting of the Trust and ensure that adequate controls are in place. This role will track/calculate the cost allocation process and the billing to the Trust (and individual properties) under the shared services agreement. In addition, the Accountant Level 2 will interact with Payroll, Revenue and Receivables and Accounts Payable Departments to ensure that the Trust’s results in the general ledger and billing calculations are reflected properly.
The selected candidate will be a supporting member of the General Ledger team of NYCHA (sponsor) Finance Department.
Key Responsibilities:
A. Recording Functions:
- Prepare journal entries for the Trust’s checking and savings accounts.
- Prepare journal entries for accruals, debt and other liabilities.
- Prepare other journal entries for the Trust, as necessary.
- Prepare all account reconciliations for the general ledger.
- Prepare and reconcile Shared Services agreement (SSA) monthly/quarterly journals and related billing.
- Reconciliation of the Trust’s payroll.
- Support accounts receivable and accounts payable processes, managed in separate departments, to ensure accurate and timely recording of billing of the Trust and individual properties
(special purpose entity – SPE).
B. Controlling:
- Support cash flow and revenue recognition efforts with Treasury and Revenue and Receivables Department's respectively.
- Help implement and monitor internal controls.
- Support audit requests relating to financial statements and Single Audit, if necessary.
- Support Financial Planning & Analysis Department in conducting of variance analysis: budget vs actuals.
- Assist in grants management and capital project accounting activities.
C. Reporting:
- Assist in preparing monthly and quarterly financial reports.
- Support Assistant Director in preparing Trust financial statements.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Accountant to be considered.

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
- Bachelor’s degree in Accounting or Finance CPA or pursuing CPA is a plus. - Minimum 3 years of accounting experience. - Strong knowledge of accounting principles, financial reporting, analysis, and internal control procedures. - Excellent analytical and organizational skills, complemented by creativity and independent initiative. - Ability to work collaboratively as a team player while effectively interfacing with colleagues. - Proficient in technical skills, with advanced expertise in Microsoft Excel and Word.
