Job Description
Note: This position is open only to City of New York employees serving in the permanent civil service title of Staff Analyst.
The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. The Fire Department, City of New York (FDNY) seeks a full-time Human Resources Generalist in the Bureau of Human Resources/Employee Services and Staffing Unit. Reporting directly to the Supervising Human Resources Generalist, the successful candidate will be responsible for preparing and processing personnel transactions for new hires, promotions, terminations, suspensions, reassignments, and other personnel related transactions for uniform, EMS, and civilian employees. Advise supervisor of issues regarding the processing of personnel actions. Utilize NYCAPS, PMS, PRISE and the CHRMS systems. Prepare NYCAPS data forms for submission to Payroll. Ensure transaction completion in PMS. Maintain liaison functions with FDNY bureaus, as well as with outside city Agencies concerning civil service lists and other personnel related issues. Respond to personnel related inquiries and requests. Assists with new hire orientations. Coordinate and schedule all parties involved. Assist in the coordination of civil service hiring pools and finalize certifications via PRISE. Perform other related duties as needed.
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
-Proficient in NYCAPS (E-Hire and Manage-Hire) PMS, PRISE and Microsoft Excel and Word. -Possess excellent communication skills. -Be a team player.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
