DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Senior Program Manager will be charged with responsibilities including, but not limited to, the following:

1. Program Advancement | Build upon existing efforts to execute an innovative City-wide Building Optimization Program that focuses on the optimization of both mechanical and controls equipment. Some areas of focus will be identifying and implementing advanced preventative maintenance strategies on City buildings, as well as innovative software solutions to advance building automation based on BMS end point logged data, historical energy data, project data and various other metrics gathered at a building. The goal of the program will be to utilize advanced analytics to automate building operation in an effort to optimize operational and energy efficiency.

2. Project Management Oversight | Oversee and advise on the management of the Program’s portfolio of projects and opportunities, by providing technical expertise that focuses on HVAC mechanical and controls equipment and energy efficiency best practices, including development of energy conservation measure calculators.

3. Program Support | Lead program support efforts to help improve the efficiency of the program including: (1) managing existing and future consultants to support the City’s building optimization efforts, (2) developing solutions on how to scale the program, and (3) guiding the development of annual program-related metrics for reporting purposes.

4. Team Management | Supervising a team of 5+ engineers, program administrators and analysts with a plan to more than double in size, upon success.

5. Performance Management | Drive and manage program success and growth by: (1) developing and maintaining accurate and detailed program key performance indicator (“KPI”) metrics and (2) advising on the recording of and providing strategic guidance on programmatic processes (e.g., the Program’s Standard Operating Procedure).

6. Stakeholder Engagement | Lead and facilitate correspondence with various stakeholders including agency energy personnel, executive leadership, innovative technology vendors.

Minimum Qualifications

1) A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or

2) An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or

3) A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity.

4) Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows:

a. One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following:
i. Journey-level experience in one or more of the skilled building trades; or
ii. Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or evaluator responsible for cost estimation; or
iii. Full-time building construction management experience; or
iv. Full-time experience in construction field supervision or inspection.

b. Education will be credited as follows:
i. One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years.
ii. A master’s degree in any of the disciplines described in “1” above, or a related field, will be credited for one (1) year of acceptable experience.
iii. A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience.

License Requirement
A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.

Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.


Preferred Skills

The preferred candidate will bring the following skills and experience to this position: - Experience in engineering, architecture, energy management, construction project management, or a related field. - Thorough understanding of program management techniques and methods. - Excellent knowledge of performance evaluation and change management principles. - Minimum of 5 years of experience in an energy consulting role, ideally with specialization in or focus on no and low-cost energy efficiency projects, advanced controls optimization, and automation of controls. - Experience with technical project management operations, including project planning, scope development, design and construction management, operations transfer, and project close-out. - Familiarity with continuous commissioning processes HVAC controls computerized building automation and energy management systems HVAC systems optimization methods and overall heating and cooling system performance. - Direct supervisory experience preferred managerial responsibilities within a project management matrix team will also be considered. - Knowledge of and experience with relevant ASHRAE or AEE guidelines and standards for Commercial Buildings including but not limited to ASHARE 36, ASHRAE 90.1, ASHRAE 55, ASHRAE 62.1, etc. - Knowledge of and experience with NYC Energy Conservation Code (NYCECC). - Knowledge of energy savings calculation, greenhouse gas emissions calculation methodologies, and NYC Local Laws addressing green buildings and energy efficiency.
