Job Description
The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.5 million NYC residents and more than 1 million people in Upstate New York, and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the city’s surrounding waterways.
New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).
Bureau of Water and Sewer Operations (BWSO) is seeking to hire one (1) candidate for the title of Deputy Chief of Maintenance and Repairs. Under the direction of Chief of Maintenance and Repairs, Bureau of Water and Sewer Operations, with wide latitude for independent judgement and decision making, the selected candidate will serve as Field Operations Deputy Chiefs of Maintenance & Repairs, for up to 3 Boroughs. Candidate will be responsible for the overall maintenance and repairs functions of New York City's water supply distribution and sewer drainage system; directing managerial and blue collar staff in the management and oversight of complex problems during major system failures and breakdowns; directing inspections and analyses aimed at solving chronic problems, particularly in emergency situations such as major system failures, severe weather or flooding conditions; assist in formulating operational and administrative policies; and serving as liaison with various organizations and community groups. Candidate will also oversee investigations of water complaints, investigations and resolutions of sewer back-ups and catch basin clogging and investigation of sewer complaints, which require excavation; provide in-house consulting on extremely complex problems related to NYC water supply system; assist with preparation of written reports and budgets, and oversee contracts for the Chief and the Director; assist with establishing programs and policies to ensure inspections and emergency repairs are performed in accordance with DEP standards and specifications, and coordinate with other agencies, private utilities and the public; advise the Chief on all aspects of management and operations, and assist in achieving and delivering long term plans and goals.
POSITIONS ARE LOCATED THROUGHOUT THE FIVE (5) BOROUGHS
1. Eight years of full-time experience acquired within the last ten years in the construction, operation, repair, or maintenance of water supply distribution, sewer and/or drainage systems, four years of which must have been in a supervisory or managerial capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have the four years of supervisory or managerial experience as described in "1" above.
License Requirements
All candidates must possess a Motor Vehicle Operator's License valid in the State of New York.
The selected candidate should -Possess issued by the State of New York Department of Health the Grade D Certificate for Distribution System Water System Operator. -Have thorough knowledge of NYC municipal water supply and sewer system. -Experience with NYC Construction methods and practices and overall knowledge of NYC water main and sewer construction. -Excellent management skills including planning, coordination, problem solving and supervision. -Ability to assess priorities and to properly coordinate multiple repairs sites. -Computer aptitude and working knowledge of work order management systems as well as general Microsoft Office programs such as Excel, Word, and Outlook.
