The Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. As it engages in this mission, DHS employs a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
The Division of Capacity Planning and Development (CPD) is responsible for procuring new facility development for single adults, adult families, families with children and street homeless populations. CPD collaborates closely with providers, landlords and developers in myriad phases of emergency, mid-term and long-term siting, as well as the procurement and contracting for new shelter locations. In addition, CPD has also expanded the development of the non-profit-owned (NPO) shelter portfolio. This development model allows for non-profit-owned facilities, backed by 30-year contracts used to secure financing and construction of new shelter. The Nonprofit Owned (NPO) shelter portfolio is specifically for long-term contracts involving homeless facilities owned by non-profit entities. This position plays a critical role in all contract and budget negotiations related to the final contract package needed for registration to open these shelters in an efficient manner.
Under the direction of an Executive Director, the Deputy Director(s) for Capacity Planning and Development will support the Executive Director(s) in the project management of pipeline shelter projects through liaising with various stakeholders to increase homeless capacity and working with multiple levels of DHS (Programs, Budget) and DSS (ACCO, Finance, Legal) internal staff to efficiently bring on new capacity and implement new initiatives.
The Department of Homeless Services is recruiting for two (2) Associate Housing Development Specialist to function as Deputy Director(s) for CPD who will:
- Provide managerial support to the Executive Director in recommending new capacity through the review and analysis of site locations, feasibility studies, and negotiation of occupancy costs. Project management of pipeline capacity from conception through shelter opening. Lead multiple site visits as needed of proposed shelter sites; develop strong working relationships with both State and City agencies to troubleshoot any barriers to shelter opening timeframes; effectively mediate on all issues related to shelter openings between developer/landlord and nonprofit to ensure timeframes to completion are met effectively. Effectively communicate to all stakeholders on project management goals and outcomes.
- Provide technical analysis on shelter budgets, including leading negotiations with high level non-profit entities as well as the City’s Office of Management and Budget (OMB) to ensure that budgets represent DHS recommendations for service provisions and occupancy rates in the applicable area. Provide Executive Director with final DHS Budget recommendations for review to ensure OMB signs off within project timeframes that ensures the maintenance of aggressive opening dates.
- Provide managerial support to the Executive Director in moving human service contract actions through the registration process, including responding to Comptroller questions and inquiries in the final 30-day window prior to contract registration to ensure minimal impact to nonprofit providers and appropriate funding is available to meet startup needs. Manage contracting process for contract renewal, amendments and budget modifications to existing contracts including the tracking of all procurement actions to implement new needs and initiatives.
- Represent the Executive Director in high level meetings with both internal and external stakeholders, making decisions that are aligned with Agency goals and objectives and troubleshooting barriers to shelter project timelines or project management goals.
- Initiate and manage special projects as assigned by Divisional leadership, including the development of trackers, maintenance of automated data, and identifying ways to streamline workflows of the Division; may include presentations to both nonprofit and developer communities on new initiatives related to capacity development.

Hours/Schedule: 9am – 5pm
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
- Must be a self-starter, motivated, and work well independently - Excellent written and verbal communication skills. - Advance skill in Microsoft Office Suite. - Broad knowledge of NYC Procurement process. - Strong analytical and research skills. - Experience with financial analysis. - Experience reading legal documents.
