Job Description

ALL CANDIDATES MUST CURRENTLY BE EMPLOYED BY AN NYC AGENCY AND BE PERMANENT IN THE TITLE OF HEALTH SERVICE MANAGER.

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Health Affairs Division seeks to recruit a Director of ADA (American Disability Act) Operations, to create and implement a grievance process for inmates Supervise Disability Rights Coordinators. The selected candidate will be responsible for the following;

-Track and report all inmates listed as disabled by the program staff in all facilities on a weekly basis.
-Respond to concerns presented to the department in a timely fashion.
-Supervise individuals designated to the department.
-Supervision of Disability Rights Coordinators
-Meet with inmates that have expressed concerns.
-View accommodations made to ensure ADA compliance.
-Inform inmates of their rights on an ongoing basis
-Provide alternative formats for publications, activities, and equipment as needed
-Develop materials that inform staff about disability awareness.
-Provide training to staff in regards to Disability awareness.
-Develop training materials for Inmate Assistants, working in areas designated for inmates that are
disabled.
-Provide technical assistance to and responding to design inquires by architectural, facility staff on an
ongoing basis.
-Evaluating existing facilities, such as intake and visit areas, making recommendations for barrier-free
modifications and monitoring construction.
-Review architectural drawings and conducting on site-review to ensure full ADA compliance with the
most current design standards for new construction.
-Ensuring the inclusion of disabled inmates and training of staff in emergency planning and
preparation providing disability-related resources for discharge planning.
-Provide wheelchair accessible, para transit transportation services.
-Perform other duties as assigned by the Deputy Commissioner of Health Affairs.

JOB LOCATION
This position is located on Rikers Island

Minimum Qualifications

1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.

2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
