Job Description

*This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Staff Analyst civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title (e.g. Administrative Community Relations Specialist or Administrative Manager), or 4) Parks employees who are reachable on the Administrative Staff Analyst list or a comparable civil service list or qualify for a comparable title. The Parks Academy is the largest provider of training for Parks employees, training over 20,000 people each year on over 50 different topics. Parks Academy offers an array of training approaches, including computer-based, field-based, virtual, classroom, in-house specialized training, and year-long professional development courses to meet the needs of a multi-shift, 7-day a week year-round operation, that is spread out across all 5 boroughs. The diversity of topics includes park inspections, proper chainsaw use, leadership development, blueprint reading, defensive driving, horticultural maintenance, filter plant operations and commercial driver’s license training. The ideal candidate is someone who exhibits a thorough understanding of Parks operations and training needs and has demonstrated experience in developing quality curricula to meet operational demands as they arise.

Major Responsibilities

- Oversee the direction and effective operations of the Parks training division.
- Provide quality curriculum development and delivery on a wide array of topics, meeting certification/licensing requirements as a training provider for certain courses, and the delivery of required mandatory training.
- Supervise, cross-train and develop staff so trainers continue to be nimble, diversified and expanded in their training specialties.
- Work closely with senior leadership, anticipate future training needs of parks workforce and operations and develop and execute training strategies accordingly.
- Lead training courses on a range of topics and conduct train the trainer sessions.
- Monitor, track and assess training operations, such as scheduling, technology, space, curriculum, for continuous improvement while leveraging the existing Learning Management System.
- Supervise personnel including trainers, administrative staff, and maintenance team to ensure a professional team and environment.
- Assist with special projects and work with Parks staff and outside consultants to develop and present new training courses, conferences, workshops, and lectures. Represent Parks with external City partners.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

1. Initiative, vision and the ability to consistently exercise good judgment. 2. Strong analytical (quantitative and qualitative) skills and problem-solving abilities. 3. In-depth experience in training operations for parks operations. 4. Excellent writing and interpersonal skills. Proficiency in public speaking. 5. Demonstrated ability to meet deadlines and conduct effective follow-through. 6. High proficiency in computer software including Microsoft Word, Excel and Access. 7. Valid New York State driver license.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
