DCWP’s DOTSS division is seeking a Business Analyst / Director of Bureau of Weights and Measures to augment the existing Project Management Office (PMO) team. Under the Executive Director of the Project Management Office (PMO), the Business Analyst will be responsible for providing end-to-end project management for large/medium projects. Additionally, candidate will be responsible for providing business analysis on small projects preferably related to Licensing domain/division and on various operational/production support tasks as assigned. Candidate must have proven experience in Licensing Domain, willing to learn project management skills, understanding knowledge of project implementation methodologies (waterfall and scrum).
The successful candidate should possess the following:
- End-to-end business knowledge of the Licensing Module and should have very good operational knowledge and problem-solving analysis skills;
- Should have basic to Intermediate requirements gathering/documentation experience (use cases, functional specification/business requirements), documentation development, and data modeling;
- Experience with Licensing related data analysis. Collect, clean, and prepare data for analysis. Use statistical and machine learning techniques to analyze data. Primarily Support Licensing division on data provision and analysis;
- Respond to Licensing divisions requests, verify proper governance procedures, and track progress of requests in DevOPS;
- Ability to identify/resolve/prioritize mission critical production issues;
- Provide documentation to developers;
- Possess and/or obtain operational knowledge of the Business Automation (BA) and Business Portal (BP) applications, specially related to the Licensing Module;
- Excellent written/oral communication skills, professionalism, commitment to quality, ability to prioritize, and desire to augment teams comprised of executive management, vendors/suppliers, and partner agencies;
- Experience with Licensing documents, Workflows, Visio and processes; and
- Develop and maintain functional and technical documentation such as design documents, specifications, software documents and training guides.
Not less than five years of experience in the work of searching, examining, reading, and closing title to real property either with a title company, lawyer, governmental agency or conveyancer.
Preferred Qualification 1. A master's degree in computer science from an accredited college and three years of progressively responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial, or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, database administration, or planning of data processing or in the supervision of staff performing these duties or 2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above or 4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive, or supervisory experience as described in "1" above. NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product use of word processing packages use of a handheld calculator primarily the entering or updating of data in a system the operation of data processing hardware or consoles. Preferred Skills - Strong working knowledge of Licensing processes, user/system/functional requirements development and user acceptance testing required. - Ability to successfully manage projects from any phase of project lifecycle through deployment into production. - Manage existing or responsible for assembling project teams based on project scope, solution delivery requirements, or as assigned by senior leadership of the Project Management Office. - Ability to manage communications including meetings, agendas, meeting minutes, and action items. - Exceptional problem solving, analytical, and organizational skills with a detail-oriented approach. - Good interpersonal and relationship building skills with demonstrated track record of superior customer service. - Excellent written/oral communications and management skills. - Strong working knowledge of DCWP’s web applications such as BA, BP and other applications. - Ability to produce results with minimal or no supervision.
