The DCAS Fire and Life Safety Unit is responsible for complying with the Local Laws of the City of New York that relate to fire and life safety. Local Law #5 and Local Law #26 require that all high-rise buildings taller than seventy-five feet or with more than 100 occupants above or below the ground floor have a Fire Safety/Emergency Action Plan Director (FSD/EAPD). To qualify for this position, fire safety professionals must obtain certification from the New York City Fire Department. Once assigned to a building, an FSD/EAPD is responsible for implementing Fire Department directives and for responding to all fire and non-fire emergencies in the facility.


The responsibilities of the Fire and Life Safety Director will include but not be limited to the following:

- Monitors fire command station and utilize Public Address (PA) system to provide direction to building occupants during building alarms, fire and evacuation drills, and emergencies
- Maintains and implements the Fire Safety and Emergency Action Plan
- Ensures that regular Fire Safety/EAP training is provided for Fire Safety/EAP personnel and tenants.
- Develops and updates emergency building evacuation plans and set related policies; responsible for determining and authorizing implementation of the appropriate response to an emergency which requires evacuation
- Identifies and recognizes safety hazards and follow DCAS procedures to manage such hazards
- Conducts daily and monthly tests of the fire command station, elevators, and fire extinguishers.
- Assists with scheduling and conducting fire and evacuation drills
- Ensures that all Fire and Life Safety Logbooks, assignment charts, are accurate and up to date
- Coordinates with DCAS Building Engineers, Security, Custodial Staff, and Maintenance workers to accomplish fire safety tasks and responsibilities
- Serves as the primary point of reference for issues related to fire and life safety. Ensures tenant complaints are addressed; reviews work orders for building repairs and maintenance to ensure they are completed.
- Be responsible for the implementation of all rules and regulations related to fire prevention. Local Law #5, Local Law #26, the RCNY rules and the building department fire safety codes

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

Note: Candidate must have a Certificate of Fitness (F85 or F89 or T89 or Z89) for Fire Safety & Life Safety Director from the FDNY.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
