Job Description

Under the general direction of the Director of Fiscal Affairs, the candidate will serve as a Deputy Director. The candidate should exercise independent judgment, initiative and decision making abilities in performing his or her duties. The Deputy Director directly and indirectly oversees the daily fiscal operations of three units; Revenue & Accounts Receivable, Contract Payments and the Accounts Payable unit. The Deputy Director is responsible for the overall success of each of these units. These units comprised of supervisors and employees, a total of approximately 50 professional and clerical staff. In the Revenue area, the Deputy Director oversees the entire process related to claim submissions and drawdowns with the various State and Federal funding sources. In Accounts Receivable, the Deputy Director oversees the creation, recording, tracking and reporting of all of the agency s operating revenue, cash and cash equivalent receipts. The Deputy Director oversees all Contract Payments and Account Payable activities, coordinates the invoice payment process with vendors, unions and other city agencies, annuity funds payments
and prepares accrual reports. He or she will oversee the distribution of petty cash, reimbursement of agency travel expenditures, recording all expenses properly, and preparing journal entries. Anticipates and resolves problems with vendors, field divisions, project managers, and fiscal officers. The Deputy Director is also responsible for leading and coordinating the completion of all
external annual and programmatic audits. In the absence of the Director, the Deputy Director assumes the role of Acting Director. Specific duties will include but not be limited to: The Deputy Director confers with and acts as an advisor to the Director of Fiscal Affairs on all matters governing fiscal policy, rules and regulations as set forth by General Accepted Accounting Principles
(GAAP), all Federal, State, City, funding sources and other regulating bodies. Specifically, becomes very familiar with the NYC Office of the Comptroller and the NYC Office of Management and Budget s directives. The Deputy Director works with the Director of Support Services and the supervisors for the Revenue & Accounts Receivable, Contract Payments and Accounts
Payable units in reviewing, adjusting and creating systems and controls that improves efficiencies. Contributes to the development, implementation, accountability and effectiveness of Fiscal Affairs operations through a strict program of internal auditing and other measures designed to monitor and ensure the security of the system. He or she serves as liaison between Fiscal
Affairs and field engineers, fiscal officers and vendors. Assist in developing mechanisms that prevents and or resolves problems. Regularly, reviews existing processes looking for ways to automate and improve the section s technological capabilities. The Deputy Director oversees the ongoing functions of the Financial Management System (FMS), Voucher Payable (VPS) and File
Transfer Protocol (FTP) systems and proactively identifies and/or anticipates discrepancies in fiscal operations and personnel, provides alternatives and solutions. Ensures that all reports i.e. presentations for the Commissioner and Executive Deputy Commissioner for Strategic and Agency Services are complete, accurate and of the highest professional standards. Prepares adhoc
reports and schedules as directed.

**IN ORDER TO BECONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE PROCUREMENT ANALYST, OR ELIGIBLE
UNDER THE 55A PROGRAM.**


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
