Job Description

Reporting to the Executive Director of Public Safety Operations as part of the Public Safety and Emergency Management division, the Senior Director for 911 Technology Operations will be responsible for the following:
- Oversee the strategic planning, management and operation of specialized technologies utilized in the delivery of 9-1-1 and emergency response services to the residents and visitors of New
York City.
- Manage and oversee teams responsible for the operations of the following specialized technologies and related support services:
o 9-1-1 Emergency Communications including 9-1-1 call delivery and text-to-911 (TT911)
o 9-1-1 Call Handling (E9-1-1 and NG9-1-1)
o Log and Record (LNR)
o Computer Aided Dispatch (CAD)
o Geographic Information System (GIS)
o 911 Technology Support
o PSAC technologies, including Audio Visual infrastructure
- Manage special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.


Preferred Skills

The successful candidate should have experience and knowledge in the following areas: - E9-1-1 and NG9-1-1 Call Routing, Call Handling, (RMS) Logging and Recording, and (CAD) Computer Aided Dispatch, systems and applications - (TT911) Text-to-9-1-1, including SMS, RTT, TCC routing, SMS aggregation - Emergency Communications routing, transport, and delivery (Wireline, Wireless, VoIP, ECRC) - Public Safety Land Mobile Radio (LMR) integrated systems, P25, conventional and trunked networks, radio dispatch consoles - (GIS) Geographic Information Systems, advanced location-based services, traditional 9-1-1 ALI technology - 9-1-1 analytics, reporting, performance analysis, testing and certification - PSAP (Public Safety Answering Point) call taker and dispatcher integrated technology including communications consoles infrastructure and advanced audio-visual based command and control systems - Performance management of large-scale mission critical Emergency Communications Center (ECC) systems and infrastructure - 9-1-1 security technologies, TDOS and DDOS threat mitigation - Inter-PSAP and Relay Center communications
