The mission of the Bureau of Children, Youth, and Families is to strengthen the mental health and social and emotional well-being of children and youth by planning for and overseeing the local mental health system; promoting positive mental health; preventing potential problems; and improving access to high quality, appropriate services to meet identified needs. Job Duties and Responsibilities:
-Set strategic direction for the Programs Office and oversee its operations.
-Supervise program directors and staff.
-Serve as part of a senior leadership team that helps to establish strategic direction for the Bureau in partnership with the Assistant Commissioner.
-Ensure oversight of and technical assistance to the Bureau’s portfolio of contracted services.
-Develop and implement policies and procedures for staff participation in budget modification requests, site visits, and invoice reviews.
-Ensure that the Bureau is meeting City and State requirements related to procurement, contracting, budgeting, performance monitoring, and reporting.
-Partner with the Bureau’s Office of Research and Evaluation to strengthen Bureau’s capacity to monitor contracted programs, including identification of performance indicators and development of data collection infrastructure.
-Oversee the Children’s Single Point of Access (CSPOA) to ensure that children and adolescents are receiving timely access to appropriate mental health services.
-Manage the Bureau’s programmatic budget and finances; use data to inform decisions on allocation of funds.
-Collaborate with State partners to identify and address service gaps; design and procure new services as needed.
-Participate in and/or lead cross agency initiatives to improve health outcomes for children and adolescents with mental health and/or co-occurring I/DD needs.
-Incorporate racial equity and social justice principles into program planning, monitoring, and evaluation activities.
-Coordinate with other DOHMH Bureaus and Divisions to support the Bureau’s programmatic goals.
-Participate in relevant Divisional and Departmental workgroups.
-Other duties as assigned.

1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.
2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
-Master’s degree in social work, psychology, counseling, public health, or public administration -Minimum of 7 years of experience managing child and adolescent mental health and/or community support programs, including at least 3 years directly supervising staff -Knowledge of the children’s public mental health service system in New York City. -Knowledge of evidence-based practices to improve child and adolescent mental health. -Experience with program development, contracting, and monitoring. -Experience managing budgets and finances. -Experience implementing and/or overseeing quality improvement processes and provision of technical assistance. -Ability to manage complex projects and lead interdisciplinary project teams. -Excellent verbal and writing skills, strong organizational, analytical, and interpersonal skills.
