Job Description
The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections' (BHHS) mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections. BHHS accomplishes its mission through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The mission of Bureau of Hepatitis, HIV, & STIS is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma. The ACE (Assess. Connect. Engage.) Unit in the HIV Epidemiology Program (HEP) of the New York City (NYC) Department of Health and Mental Hygiene is responsible for providing support for HIV partner and linkage to care services to medical providers and people with HIV diagnosis throughout New York City (NYC). The City of New York (NYC) has a large and diverse HIV epidemic. In addition to partner and linkage to care services, HEP program staff collect: HIV surveillance data monitor HIV trends analyze and conduct research to inform HIV policies resource allocation.
The ACE Unit is staffed with Public Health Advisors who provide HIV partner and linkage to care services to clients with a new HIV diagnosis or people who are not in care. The ACE Unit is seeking a Nurse Practitioner, to work with Public Health Advisors in providing HIV-related education and consultation for clients with HIV or exposed to HIV.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Be an integral member of HIV partner services and data to care operations, performing systematic and technical reviews of case investigations and partner services.
Evaluate and consult with clients via in-person or telemedicine, obtaining HIV testing and treatment history, medical and sexual history, providing interpretation of HIV-related test results, and making referrals.
Facilitate HIV testing and post- or pre-exposure prophylaxis (PEP or PrEP) uptake among clients.
Accompany Public Health Advisors to home visits and provide in-home medical consultation for clients.
Review complex and contradictory HIV test results and work with clients, ACE staff, and medical providers to resolve the discrepancies.
Provide annual and ongoing training of ACE staff on universal infection control and the handling of blood-borne pathogens, and serve as the liaison between ACE unit and the DOHMH Employee Health Services.
Participate in the development and implementation of evidence-based public health programs to improve data-to-care and partner services operations.
Identify and support effective regulatory policies/strategies to improve timely reporting of new cases of HIV to enhance the timely delivery of partner services.
Participate in additional DOHMH activities, such as agency-wide emergency response activities.
PREFERRED SKILLS:
**THE New York State License and current registration to practice as a Registered Professional Nurse
LICENSE MUST BE MAINTAINED FOR THE DURATION OF EMPLOYMENT
Strong experience providing clinical care to marginalized populations.
Knowledge and experience in providing care for HIV-infected persons preferred.
Prior experience with prescribing antiretroviral for prevention and/or treatment preferred.
Amazing experience collaborating with public health professionals preferred.
Must follow all safety, security, blood-borne pathogen exposure, infection control, and hazardous materials policies and procedures to assure a safe environment for staff and clients. This includes using:
Personal protective wear
Good hand hygiene
Adhering to sharps safety procedures

1. A valid New York State License and current registration to practice as a Registered Professional Nurse; and
2. Completion of a Nurse Practitioner or equivalent program registered or approved by the New York State Education Department, or current certification as a Nurse Practitioner by a national certifying body recognized by the New York State Education Department.

4. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, a certificate to prescribe medication issued by the New York State Education Department and two years of satisfactory experience as a nurse practitioner.
