O’Hare and Midway are two of the largest facilities operated by City of Chicago (“City”) personnel, and the airports include hundreds of buildings and many miles of underground utilities, all of which must be inventoried and tracked. Currently the CDA has no dedicated person to manage utility issues or serve as a CDA management liaison to utility companies such as Peoples Gas, Nicor Gas, ComEd, AT&T, and Comcast. This new position will create an Assistant Commissioner of GIS & Utilities, who would supervise the CDA staff for GIS (five employees), utility management (one employee), and energy management (one employee).

Essential Duties:

· Establish goals and objectives for the geographic information system ("GIS"), infrastructure asset management, utility management, and energy management work at the airports, especially those which improve City services. Such utilities include water, sewer, natural gas, electricity, telecommunications, and jet fuel, and the cathodic protection systems required to maintain those assets.

· Maintain construction working relationships and coordinate work between the CDA, other City departments, and utility companies.

· Manage the airport-wide GIS, including the collection, development, and maintenance of GIS data sets, and the associated standards for file nomenclature, quality control, and integration (i.e., asset data governance).

· Develop and maintain an infrastructure asset management system which could be certified to the ISO 55001 standard. At a minimum, this system should assess the accuracy of asset records, update asset records as needed, identify asset management process gaps and data gaps, and provide the status of verified assets for reporting purposes.

· Develop and implement a Utility Master Plan for each airport. Such documents will address long-range plans for upgrading utility systems and replacing assets nearing end of useful life.

· Develop and implement a cathodic protection system maintenance program document for each airport.

· Develop and implement an Energy Master Plan for each airport.

· Develop and implement an energy management system which could be certified to the ISO 50001 standard.

· Supervise CDA employees specializing in GIS, infrastructure asset management, utility management, and energy management.

o Serve as a hiring manager.

o Assign and prioritize work for the section, review work for accuracy and completeness, and provide feedback to employees.

o Foster professional development of employees.

o Initiation recognition, mentoring, or progressive discipline of employees as needed.

o Conduct performance reviews of employees as required.

· Create and maintain standard operating procedures ("SOPs") for CDA staff and contractors to implement the work.

· Ensure a high quality of work products created by CDA staff and contractors.

· Demonstrate contract management authority.

o Prepare scopes of work, schedules, and budgets for contractors and projects.

o Participate in pre-proposal meetings to articulate the contract goals of the section.

o Participate in contract and task order evaluation committees.

o Encumber funds for contractor services and administrative expenses.

o Interpret contract terms to ensure contractor performance.

o Review and approve contractor invoices.

· Assist with preparation of the annual operation and maintenance ("O&M") budget.

· Assist with creation of capital project scopes and presentation of such projects to CDA senior management and airline business partners.

· Assist with responses to Freedom of Information Act ("FOIA") requests, inquiries from the media and elected officials, and social media posts.

Days Off: Saturday and Sundays

Qualifications

MINIMUM QUALFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience.

NOTE: The candidates selected for hire must pass an airport background check and a Security Threat Assessment.

NOTE: Must be flexible for early and/or late meetings.

NOTE: This position requires a VALID DRIVER’S LICENSE at the time of hire.
