FIRE COMMUNICATIONS OPERATOR I
OFFICE OF EMERGENCY MANAGEMENT AND COMMUNICATIONS (OEMC)
Number of Positions: 4 (Additional vacancies possible pending budget approval)
Starting Salary: $63,996.00
This position is open to current I.B.E.W. BIDDERS AND the PUBLIC. Only current City employees covered under the City’s Collective Bargaining Agreement with I.B.E.W., INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 9 - AFL/CIO (BARGAINING UNIT 29) are considered BIDDERS and are eligible to bid. Under supervision, the class functions as call takers within the Office of Emergency Management and Communications (OEMC), working a fixed shift processing and relaying 9-1-1 calls for fire suppression or emergency medical services (EMS), and performs related duties as required.
ESSENTIAL DUTIES
• Receives emergency 9-1-1 calls from persons reporting fires or requesting emergency medical services
• Operates a two-screen computer console connected to a computer-aided dispatch (CAD) system and telephone equipment to receive and process 9-1-1 calls
• Obtains pertinent information from callers to determine location and extent of fire including conditions at the incident scene and if hazardous materials are present
• Obtains pertinent information from callers requesting emergency medical services and uses a triage computer screen to determine whether requests are of an emergency and life-threatening nature
• Makes determination based on information provided and informs callers whether an ambulance will be dispatched
• Assigns priority codes and provides pre-arrival instructions to callers awaiting emergency medical services
• Relays emergency requests information to Fire Communications Operator II for dispatching
• Records reported interruptions to water, telephone and utility services, and traffic flow problems and relays information to dispatch personnel
• Notifies appropriate officials of Fire Department emergency incidents, as required
• Answers non-emergency calls regarding requests for information such as locations of fire houses or reporting of potential fire hazards, as required
• Notifies public utilities of services required by the Fire Department at scenes of emergencies, as required

Hours: 7:00 a.m. - 3:00 p.m.; 3:00 p.m. - 11:00 p.m.; 11:00 p.m. - 7:00 a.m.

Minimum Qualifications
Education, Training and Experience
• High school graduation or GED certification
Licensure, Certification, or Other Qualifications
• Must currently possess and maintain an Emergency Medical Technician (EMT) and/or EMT Paramedic certification
• As of the date of application candidates must have reached their twentieth birthday
• Must be able to type a minimum of twenty-five (25) words per minute
• Must be able to obtain and maintain an Emergency Medical Dispatch (EMD) within three (3) months of hire
NOTE: To be considered for this position, YOU MUST ATTACH A COPY OF YOUR VALID EMT-B LICENSE at the time of application.
NOTE: APPLICANTS ELIGIBLE TO BE TESTED, must show proof of AGE, proof of a valid Illinois EMT-B license and validation that their continuing education hours are up to date, AT THE TIME OF PROCESSING.
NOTE: Persons offered employment must pass all pre-employment exams prior to appointment including a drug screen and a background investigation.
SELECTION REQUIREMENTS
This position requires applicants to PASS a written test / skills assessment with multiple components and AFFIRMATIVELY answer a Willingness and Ability Questionnaire. Bidders who meet the qualifications for this job will be hired in seniority order according to the collective bargaining agreement. Non-Bidders who meet the qualifications for this job will be hired in lottery order.
City Colleges of Chicago - Intro to Emergency Management & Communications (OEMC) Certificate Preference: The City of Chicago offers a preference to individuals who have successfully completed the City of Chicago/City Colleges of Chicago partnership program resulting in a certificate of completion for the Introduction to Emergency Management & Communications (OEMC) course. In order to receive the OEMC/EMC Preference, candidates need to indicate whether or not they successfully completed the program by answering “yes” or “no” to the question on the online application that asks, “Did you successfully complete the City Colleges of Chicago Introduction to Emergency Management & Communications (OEMC) Certificate Program and do you want to be considered for this preference?” In addition, you must attach documentation to verify your successful completion from the City Colleges of Chicago. You must attach a copy of your City Colleges of Chicago - Introduction to Emergency Management & Communications Completion Certificate. Failure to answer the question and attach the required documentation will result in you not being considered for the preference.
Residency Requirement: All employees of the City of Chicago must be actual residents of the City of Chicago as outlined in Section 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
