General Description:
The Economic Opportunity and Inclusion Cabinet is looking for a Senior Technology Project Manager to assist in maximizing usable technology to support the mission and goals of the Cabinet. This is an opportunity for an experienced individual to lead the design and integration of business process technology, improve functional and technical capabilities, develop a technical product roadmap, and provide ongoing support of platforms and future solutions for our Cabinet.
Under the supervision of the Deputy Chief of Economic Opportunity and Inclusion, the Senior Technology Project Manager will create a product roadmap and a larger technology plan for the Cabinet by working closely with data and administrative staff to diagnose the business needs of the Economic Opportunity and Inclusion Cabinet initiatives and programs and manage the implementation and adoption of technology solutions.
The Senior Technology Project Manager will be a champion for the technology needs of the Cabinet. Their goal will include supporting the proper functioning and ongoing maintenance of all technologies utilized by the Cabinet, increasing adoption of those technologies by all stakeholders, and keeping abreast of customer satisfaction metrics by integrating user feedback into plans for updates and enhancements.
Responsibilities:
Process Improvements:
- Documents and evaluates existing technology tools, systems, and processes and analyzes how stakeholders (staff, business owners, and internal City departments) currently use our systems.
- Draws on experience, data, and feedback to identify opportunities for system improvements.
- Develops a detailed product roadmap for a new CRM solution to connect Cabinet staff, City departments, business owners, and the broader public to each other and to processes and resources offered by EOI, updating and implementing new technology initiatives with input from staff, business owners, and City departments.
- Performs root cause analysis to identify and resolve issues with operational performance or product configuration.
- Leads feature definition, capturing, and managing requirements from business stakeholders and users.
- Discusses workflow and processes with internal and external stakeholders.
- Maps out workflow and processes; creates specifications and simple prototypes and sketches of workflows, user interfaces, etc., to provide visualization of needed improvements and translate requirements into technical tasks and action plans.
- Documents functional specifications, policies, and procedures to ensure alignment with user requirements.
- Collaborates with the Data Analyst to prepare reports, dashboards, and other advanced analytical tools to support data-driven management and decision-making.
Project Management:
- Assists in project management of technology-related initiatives, including identifying, evaluating, planning, prioritizing, and managing responsibilities and tasks to successfully complete technology improvement projects.
- Supports the Cabinet in the development and implementation of programs and tools.
- Creates project status reports highlighting critical issues for management and overall project status.
- Identifies and leads engagement with key stakeholders and user groups, tailors communications to their respective needs, and works with teams to build relationships.
- Plans and implements change management as project deliverables are rolled out, including activities such as training, communication, and documentation.
- Leads coordination and communication between business users and the Department of Innovation & Technology (DoIT).
- Ensures deliverables and technology solutions adhere to internal City standards as established by DoIT.
- Provides end-user support as required.
- Oversees any technology-related contracted resources.
- Performs related work as required.
Minimum Entrance Qualifications:
- At least three (3) years of full-time, or equivalent part-time, paid experience in a business analyst role, including design and configuration of CRM solutions (Lagan solution is preferred).
- A bachelor's degree in decision analysis, computer science, or a related field is highly desirable and may be substituted for two (2) years of the required experience. A master's degree can be substituted for three (3) years of the required experience.
- Demonstrated experience managing business and user requirements to enable the implementation of changes effectively is required.
- Demonstrated configuration and usage experience with CRM platform technologies, including desktop and mobile interfaces, is required.
- Demonstrated experience migrating legacy databases and business processes to CRM platforms is desirable.
- Demonstrated experience using APIs to integrate external data sources and business processes into CRM platforms is desirable.
- Demonstrated experience configuring, customizing, and validating enterprise SaaS platforms is required.
- Demonstrated understanding of agile methodology is desirable.
- Prior experience in the public sector, such as City or local government, is desirable.
- Proactive approach and strong communication skills.
- Comfortable with ambiguity and effective with minimal guidance.
- Excellent partnering and collaboration skills.
- Ability to exercise good judgment and focus on the details as required by the job.
Additional Desired Skills and Qualifications
- SCRUM Master/Product Owner certification. Experience working in SCRUM environments.
- Knowledge and ability with light web development (HTML, CSS, Javascript).
- Experience working with databases (Access, SQL, NoSQL).
