Overview:

The City of Boston Law Department seeks a Legal Operations Analyst to support the Law Department’s technology and e-discovery operations. The Law Department provides legal services to the Mayor, City Council, and City departments concerning their official duties within the City government. The Legal Operations Analyst will be expected to work across teams within the department to provide support by analyzing data and processes in Public Records, facilitating e-discovery in Litigation, and assisting in resolving IT issues specific to department software. This role is within the department’s Support and works closely with the Law Department’s Chief of Staff and the Records Access Officer.

Responsibilities:

  • Consolidates and monitors the department’s standard performance metrics and key performance indicators (KPIs), preparing reports for department management.
  • Tracks Public Records performance data, identifying operational issues and potential concerns for the team.
    • Identify areas of inefficiencies within processes and work alongside the Director of Public Records in planning and goal-setting.
    • Research issues and implement a feedback loop to promote continuous improvement of processes.
    • Recommend solutions to reduce production time and improve time-frames while seeking out opportunities for scale.
  • Supports and facilitates e-discovery in litigation matters, including but not limited to, the compilation of electronic records, such as e-mails and electronic correspondence, webpages, word processing files, and databases stored on computer hard drives, City of Boston servers, and flash memory.
    • With support from the City of Boston’s Department of Innovation and Technology (DoIT), learn and understand how City of Boston departments use technology, including any software applications used to operate network systems, what information is available, and how routine computer operations may change that information.
    • Assist City of Boston Law Department attorneys with identifying the availability of electronic records to produce in litigation or other legal matters, the ease or difficulty in producing that information, and the schedule and format of the production.
    • Identify in the earliest stages of litigation any potential issues with producing electronic records and identify potential resolutions to prevent litigation delays.
  • Acts as the Law Department technology liaison and the primary point of contact with DoIT’s Technology Service Desk and any outside vendors and technicians to help inspect and troubleshoot issues with Law Department Technology.
    • Intake and response to technology concerns and requests related to Law Department technology, including Time Matters and other legal databases that the Law Department uses.
    • Maintains asset inventory of hardware, software licenses and warranties, repair documentation, and service history.
  • Understand and apply any ethics rules and/or laws in fulfilling their job responsibilities, including maintaining strict confidentiality for the Law Department and the City’s affairs, policies, and projects.
  • Perform other related duties as required.

Minimum Entrance Qualifications:

  • At least five years of experience working in a law firm, corporate or municipal legal department, financial institution, or other large complex organization is required.
  • A bachelor's degree or paralegal certificate is desired, but not required.
  • Two to four years of work experience in a help desk-type role, responding to and resolving technology issues for users of varying technical expertise.
  • Experience using and supporting a variety of IT software (Microsoft Office, the Google Suite, Windows OS) and legal software (Time Matters and Westlaw).
  • Experience using and supporting a variety of IT hardware, including desktops, laptops, and related accessories (e.g., monitors and docking stations).
  • Must be flexible to respond quickly and positively to shifting demands and opportunities.
  • Analytics experience and comfort with numbers and performance management acquired through academic study or job experience.
  • Ability to effectively communicate qualitative and quantitative insights via strong written and verbal communication.
  • Strong project management orientation: critical thinking, troubleshooting, and problem-solving skills.
  • Accuracy and attention to detail while meeting strict deadlines.
  • Highly motivated self-starter.
