Job Summary:
Under the direction of the Director of Program Guidelines and Budgets, the Finance Monitor Manager is responsible for the successful monitoring reviews of the Partnership’s assigned service providers to determine financial compliance. This key role provides oversight and guidance in support of the Finance Monitors’ efforts in conducting entrance/exit conferences, draft findings, and corrective action recommendations. The Finance Monitor Manager will oversee programs contractual activities, ensure needed technical assistance is provided and maintain adherent consistency along financial auditing guidelines in accordance with federal, state, and local laws, and ordinances.
Responsibilities:
- Provides oversight for all agency fiscal monitoring and reports with particular focus on irregularities as advised by the Finance Monitoring Team.
- Develops and updates fiscal monitoring tools to evaluate network of delegate agencies on adherence to fiscal regulations.
- Develops a fiscal risk assessment tool and method for identifying high risk agencies in need of monitoring.
- Prepares monitoring schedule and assigns work to team members.
- Develops and facilitates webinars on fiscal requirements and best practices.
- Prepares procedures and standardize monitoring processes for consistency and efficiency.
- Supervises and directs a team of 3 monitors.
- Serves as lead and develops understanding of specific grant requirements; ensures compliance with contract terms, conditions, and assurances.
- Develops and makes recommendations to the Controller and The Partnership’s program and financial staff regarding methods for ensuring sub-recipient contract compliance.
- Assesses, creates, and implements policies and procedures for analysis and evaluation of entities receiving fiscal awards to ensure strict contract compliance.
- In collaboration with fiscal monitors, conducts all necessary follow-ups on internal and external sub-grantee findings following audits.
- Performs all related duties and responsibilities as assigned.
Required Skills:
- Desire to work within a racially diverse environment in which working towards racial equity in workforce: economic development or social service is key.
- Proven, strong knowledge of generally accepted accounting principles, OMB Uniform Guidance, GATA and auditing standards.
- Capable of identifying, resolving and/or providing guidance specific to issues raised in a timely manner.
- Able to provide guidance and advice to a team of monitors and/or the Partnership’s community groups and organizations.
- Proficient working knowledge of applicable software programs such as Microsoft Suite, SharePoint, and Teams.
- Excellent verbal, written and interpersonal communications skills, which may include public speaking
Education and Experience:
- Graduation from an accredited college or university with a Bachelor’s degree, preferably in accounting management, or a related field; significant experience in compliance oversight.
- 7 plus years of overall combined accounting and financial management experience, including nonprofit and federal grants management.
- Strong knowledge of generally accepted accounting principles (GAAP)
Physical Requirements:
- Frequently required to stand, walk, and sit.
- Frequently required to utilize hand and finger dexterity using a keyboard.
- Frequently required to talk or hear.
- Occasionally required to lift/push/carry items up to 25 pounds.
